Teru Teru Bozu is a doll made of paper or white cloth, it looks like a ghost. It is belived that is an amulet  which keeps the rain away and brings sunny days. The legend of Teru Teru Bozu it's from China, it talks from one godess called So-Chin-Nyan, who swept the rain clouds of the sky gifting the people with one sunny day.
Always the children want a sunny day they hang one Teru Teru Bozu on the outside of the house and sing:

"Teru-teru-bozu, teru bozu
Ashita tenki ni shite o-kure
Itsuka no yume no sora no yo ni
Haretara kin no suzu ageyo
Teru-teru-bozu, teru bozu
Ashita tenki ni shite o-kure
Watashi no negai wo kiita nara
Amai o-sake wo tanto nomasho
Teru-teru-bozu, teru bozu
Ashita tenki ni shite o-kure
Sorete mo kumotte naitetara
Sonata no kubi wo chon to kiru zo"

Which translated is:

"Teru-teru-bozu, teru bozu
Make tomorrow a sunny day
Like the sky of a dream i had
If it's sunny I will give you a golden bell
Teru-teru-bozu, teru bozu
Make tomorrow a sunny day
If my dream become reality
We'll drink much sake
Teru-teru-bozu, teru bozu
Make tomorrow a sunny day
But if it rains you will be crying
Then I cut off your head with scissors"

If it works, dip the doll in sake, because it loves.
If don't works you will have to cut of it head.

I will hope that works! Bye
Isa-chan
